rscO - rsc Open Sound Control

A PLT scheme library providing basic Open Sound Control (OSC) support.

Require <u8v> type and the list and string libraries (SRFIs 1 & 13).

Encoding and decoding are functions: osc->u8v and u8v->osc.

UDP transport are procedures: osc-send!, osc-recv! and osc-request!.
